The procedure for registration and issuance of a certificate of a foreign Ukrainian

  1. A certificate of a foreign Ukrainian (hereinafter referred to as the certificate) is a document that is issued to a foreigner or a stateless person if the National Commission for Foreign Ukrainians (hereinafter referred to as the National Commission) decides to grant them the status of a foreign Ukrainian.
  2. Certificate forms are made to order by the Ministry of Foreign Affairs of Ukraine using special protection and belong to the category of strict accounting documents.

    The procedure for filling out the certificate is determined by the National Commission.

    The certificate is issued for 10 years with its further re-registration by the established procedure, subject to the conditions under which the person was granted the status of a foreign Ukrainian.

  3. A person who has expressed a desire to obtain the status of a foreign Ukrainian submits a written application to the Ministry of Foreign Affairs of Ukraine, abroad – to a diplomatic institution of Ukraine in the form according to the appendix.

    The following are added to the application for granting the status of a foreign Ukrainian:

    – a passport document or a document that replaces it;

    – copies of documents that certify Ukrainian ethnic origin or origin from Ukraine (certificate or other documents on the birth of a person or his relatives, documents that confirm the fact of residence of a person on the territory of Ukraine, and, if necessary, other documents);

    – in the absence of these documents, written certificates of citizens of Ukraine or foreign Ukrainians (not less than three people), which confirm the Ukrainian ethnic origin or origin from Ukraine of the applicant;

    – two color photographs measuring 30×40 millimeters;

    – receipt of payment by the applicant for services related to registration and issuance of the certificate.

    A characteristic-petition of a public organization of Ukrainians abroad, of which the applicant is a member, may be added to the documents.

  4. An application for granting the status of foreign Ukrainian and other documents submitted to a diplomatic institution of Ukraine abroad, no later than two months from the date of their receipt, are sent by diplomatic mail to the National Commission.

    The National Commission considers the application within 90 days from the date of its receipt and makes an appropriate decision.

    If a decision is made to grant the applicant the status of a foreign Ukrainian, the National Commission issues a certificate according to the established pattern, which, together with a copy of the decision, is handed to the foreign Ukrainian by a representative of the National Commission or sent to the diplomatic institution of Ukraine in his country of residence.

    It is prohibited to enter statements into the certificate that are not provided for by the Law of Ukraine “On the Legal Status of Ukrainians Abroad” and this Procedure.

    In case of refusal to grant the status of a Ukrainian abroad, the applicant is issued or sent to the diplomatic institution of Ukraine abroad a copy of the relevant decision of the National Commission.

  5. For issuance of the certificate, a fee is charged in the currency of the applicant’s country of residence in the amount equivalent to 10 US dollars. These funds are sent to a special account of the State Treasury of Ukraine and credited to a special fund of the state budget. The certificate is issued by the National Commission or the diplomatic institution of Ukraine in the country of residence of the foreign Ukrainian.

    The Embassy draws up all the necessary documents to obtain the status of a foreign Ukrainian.

    At the same time, it should be noted that the payment of $10. USA is carried out at the request of the applicant for the specified details, both on the territory of Uzbekistan (in dollar terms) and on the territory of Ukraine (in national currency at the rate of the National Bank of Ukraine). To process documents, the Embassy must provide the original receipt of payment.

  6. In case of termination of the status of a foreign Ukrainian, the certificate is canceled.
  7. In the event of a change in the surname, name or names, citizenship, or place of permanent residence, a new certificate is issued to a foreign Ukrainian.

    To obtain a new certificate, a person submits:

    free form statement;

    two photographs measuring 30×40 millimeters;

    a copy of the decision of the National Commission on granting the status of a foreign Ukrainian;

    certificate to be exchanged;

    copies of documents that are the basis for issuing a new certificate.

    The National Commission shall make an appropriate decision on the issuance of a new certificate.

  8. In case of loss of the certificate, a person who has been granted the status of a foreign Ukrainian is obliged to inform the National Commission or the diplomatic institution of Ukraine in the country of his residence within a month.

    A duplicate of the certificate is issued based on the decision of the National Commission.

    To issue a duplicate certificate, a person submits the documents specified in paragraph 3 of this Procedure.

    For issuing a duplicate certificate, a fee is charged in paragraph 5 of this Procedure.

List of documents for obtaining the status of a foreign Ukrainian

According to the Law of Ukraine dated 04.03.2004. №1582-IV “On the legal status of a foreign Ukrainian”, ethnic Ukrainians and persons who were born or lived in Ukraine, who are currently citizens of other states or stateless persons, have the right to obtain the legal status of a foreign Ukrainian and a corresponding certificate.

To obtain the status of a foreign Ukrainian, the following documents must be sent by mail or submitted to the desk of a foreign diplomatic institution of Ukraine in the country of permanent residence or directly to the Ministry of Foreign Affairs of Ukraine (Mikhailovskaya Square 1, 01018, Kyiv) the following documents:

  1. Statement of desire to obtain the status of a foreign Ukrainian, in which, in addition to the requested information, it is desirable to indicate the address and telephone number.
  2. A copy of the (foreign) passport of a citizen of the corresponding country or a stateless identity card.

    ATTENTION! The spelling of the surname and name in the certificate will correspond to their spelling in the specified document by the rules of international transliteration.

  3. A copy of a birth certificate or other document that would prove your ethnic Ukrainian origin or territorial origin from Ukraine (school certificate in Ukraine, workbook, certificate of a local Ukrainian association, church, etc.).
  4. Two color photographs 3×4 cm.
  5. Original receipt for payment of funds in the amount equivalent of 10 US dollars.

For issuance of the certificate, a fee is charged in the currency of the applicant’s country of residence in the amount equivalent to 10 US dollars.

About the National Commission on Issues of Abroad Ukrainians

The National Commission on Issues of Abroad Ukrainians under the Cabinet of Ministers of Ukraine (hereinafter referred to as the Commission) was founded by Article 2 of the Law of Ukraine “On the Legal Status of Ukrainians Abroad” and in pursuance of the Resolution of the Cabinet of Ministers of Ukraine dated 10.08.2004 №1024.

The composition of Commission is formed according to the official principle, it is headed by the First Deputy Minister of Foreign Affairs of Ukraine. The Commission, in addition to representatives of the Ministry of Foreign Affairs of Ukraine, includes representatives of the Administration of the President of Ukraine, the Ministry of Education and Science, Youth and Sports of Ukraine, the Ministry of Finance of Ukraine, the Ministry of Culture of Ukraine, the Ministry of Internal Affairs of Ukraine, the State Border Guard Service of Ukraine, the Ukrainian World Coordinating Council, the Society ” Ukraine-world”, as well as people’s deputies of Ukraine (by agreement).

Meetings of the Commission are held, as a rule, once a quarter, at the premises of the Ministry of Foreign Affairs of Ukraine.

An application for obtaining the status of a Ukrainian abroad is submitted to the National Commission for consideration through the embassies and consular offices of Ukraine abroad or directly to the Ministry of Foreign Affairs and its representative office in Ukraine.

The agenda of the meeting of the Commission provides for the consideration of applications from foreign Ukrainians regarding the acquisition of the status of a foreign Ukrainian and the adoption of appropriate decisions.

According to the results of the decision taken by the Commission, Ukrainians abroad are issued a certificate of the established form, for which a fee is set in the amount equivalent to 10 US dollars (the procedure for collection and the amount of the fee was approved by Resolution of the Cabinet of Ministers of Ukraine dated November 17, 2004, №1531).
